According to ru:Северный речной вокзал, this is a building by ru:Рухлядев, Алексей Михайлович (1882-1946) and ru:Кринский, Владимир Фёдорович (1890-1971). Unfortunately, Commons doesn't permit photos of Russian buildings unless all architects have been dead for at least 70 years. One could argue that the building is de minimis in File:River cruise ships in North River Port 9-jun-2012 02.JPG and that the main object is the ships, but I'm including the image anyway just in case.

File:Moscow Northern river terminal.jpg was uploaded in November 2006 with a quote of an e-mail from the photographer. This is a little too late for COM:GOF, but on the other hand, I think that there have been cases where images from 2006 have been accepted even without OTRS because it might not have been advertised very much at that point. Besides, it says that the e-mail was dated January 2006. Maybe it means that the image was uploaded elsewhere (for example to Russian Wikipedia) before OTRS was created. However, the permission is only for the photo and not for the architecture.
